US steps up security amid fears of Brussels copycat attacks

WASHINGTON -- The Obama administration stepped up security at major transit hubs across the country after Tuesday's airport and subway bombings in Brussels, as top U.S. intelligence officials warned of the risk for copycat attacks at home. President Barack Obama vowed to help Belgium track down those responsible for the deadly explosions.
Homeland Security Secretary Jeh Johnson stressed there is no "specific, credible intelligence" pointing to a similar plot in America, but he said the Transportation Security Administration would deploy additional security at major airports and rail stations in different cities. Officials also reviewed additional security measures for travelers from Belgium, among more than three dozen countries whose citizens generally don't need a visa to enter the U.S.
The attacks in the Belgian capital underscored the growing threat posed by the Islamic State group on both sides of the Atlantic. The bombs in Brussels' airport and subway locked down the European Union's capital just a few months after attacks shocked Paris and San Bernadino, California.
"We will do whatever is necessary to support our friend and ally Belgium in bringing to justice those who are responsible," Obama declared in Havana, where he was closing his historic, three-day visit. The attack immediately overshadowed events on the island, with Obama addressing the tragedy at the top of a keynote speech to the Cuban people and again at an exhibition baseball game.
"The world must unite," Obama said after offering his condolences in a telephone call with Belgian Prime Minister Charles Michel. "We can and we will defeat those who threaten the safety and security of people all around the world."
Several Americans were injured, including an Air Force officer and his wife and four children who were at the airport. The service member is stationed at Joint Force Command Brunssum, in the Netherlands, but the military wouldn't identify him by name. Officials said he was a lieutenant colonel.
Mormon church officials, meanwhile, said three of its missionaries from Utah were seriously injured in the blasts and were hospitalized. They were identified as Richard Norby, 66, of Lehi; Joseph Empey, 20, of Santa Clara; and Mason Wells, 19, of Sandy. They had been serving in Paris and were at the airport with a fourth missionary who was on her way to an assignment in Ohio.
Following the attacks, U.S. European Command announced new prohibitions on unofficial military and Defense Department employee travel to Brussels "until further notice." Official travel to the NATO hub in the city now requires approval.
Secretary of State John Kerry, accompanying Obama in Cuba, said in a statement the U.S. was working to determine the status of all Americans in Brussels. The embassy there issued a statement telling U.S. citizens to stay where they are and "take the appropriate steps to bolster your personal security."
In the United States, the Homeland Security Department said it could further enhance security measures "as appropriate, to protect the American people." It urged Americans to report any suspicious activity to law enforcement authorities.
Johnson said last week that officials were monitoring world events while evaluating whether to raise the nation's security posture or issue another bulletin via the government's National Terror Advisory System. A bulletin was issued in December after American-born Syed Rizwan Farook and his Pakistani wife, Tashfeen Malik, killed 14 people in San Bernardino.
The administration has described the couple as radicalized Muslims inspired by the Islamic State and other extremist groups, but hasn't linked them to any terrorist cell or network.
Rep. Adam Schiff of California, the House Intelligence Committee's top Democrat, said the threat of copycat or lone-wolf attackers may get worse as the Islamic State faces increased military pressure by the U.S.-led air campaign in Iraq and Syria.
"In terms of targets, this may be one of the most dangerous phases," Schiff told The Associated Press shortly after being briefed on the attacks. "ISIS is facing pressure on the battlefield and they are suffering defeats. To enhance their prestige ... they feel the need to lash out at Western targets."
Schiff said it was unclear how closely the Islamic State's leadership in Raqqa, Syria, would have been involved in planning for such an operation. While the group has helped supply and train fighters who've returned to Europe with terrorist intentions, he said the attackers operate with "significant, real autonomy when it comes to when and where to attack."
The early indications, he said, suggest the perpetrators were of North African background and may have been Belgian or French citizens.
Intelligence agencies have been bracing for months for possible attacks in Belgium, especially since last week's arrest of accused Paris attack conspirator Salah Abdeslam, a Belgian-born Frenchman of Moroccan descent.
Schiff said the Brussels plot probably was already underway before Abdeslam's arrest. But his apprehension by authorities may have sped up the plan.
Investigators are still trying to determine how closely to connect the explosives and detonating mechanisms used Tuesday to those involved in last year's bombings in Paris that killed 130 people — for which no bomb-maker or bomb-making facility has yet been identified.   source   americanpress

তখন সাল ১৯৫৯, ফ্লোরিডার ৯০ কিমি দূরে বিপ্লব। বাতিস্তার সরকারকে উল্টে দিয়ে উঠে দাঁড়ালো পূর্ব দিগন্ত লাল করে দেওয়া কিউবা, লাতিন আমেরিকার মানুষের দীর্ঘ বঞ্চনার ইতিহাসে এই প্রথম আমেরিকার উঠোন থেকে মানুষ মানুষ হয়ে উঠে দাঁড়ালো, আগুন জ্বালিয়ে, নেপথ্যে দাঁড়িয়ে দুটি মানুষ চে গেভারা এবং ফিদেল কাস্ত্রো। চে'কে নিয়ে নতুন করে কিছু বলার দরকার নেই, সকলেই জানেন।
আর ফিদেল সম্ভবতঃ আমাদের সময়ের অন্যতম সেরা নেতা। সোভিয়েতের পতনের পর মার্কিন ব্যঘ্রের থাবার তলায় বসে মানুষগুলি যে নতুন দিগন্তের স্বপ্ন দেখতে পেরেছেন, পেরেছেন উঠে দাঁড়াতে, চূড়ান্ত চাপের সামনেও নতি স্বীকার করেননি, তার পেছনেই বা কে?
সেই ফিদেল। কিউবার এক শিল্পী এসেছিলেন কদিন আগে মার্কিন যুক্তরাষ্ট্রে। তিনি জানালেন কোনও প্রযুক্তি ছাড়া কী ভাবে কিউবার লোক দাঁড়িয়েছে উঠে। যেমন, যেটা ছিল জলের বোতল সেটা হয়ে দাঁড়ালো তেলের ট্যাঙ্ক। সে লাগলো গিয়ে ভাঙা সাইকেলের গায়ে, সে হয়ে গেলো মোটোরবাইক আর গর্বিত কিউবান তাতে চড়ে চলল তার নিজের কাজে। এই যে, যে জিনিসটার আপাতভাবে যেটা হওয়ার কথা নয়, সে সেটা হয়ে মানুষকে এগিয়ে দিলো, অনেকটা এগিয়ে দিলো, এটাই কিউবার প্রাণভোমরা। স্বাভাবিক সামাজিক সম্পর্ককে অস্বীকার করার দুঃসাহস, প্রযুক্তিগত সম্পর্ককে অস্বীকার করার দুঃসাহস, স-অ-ব, এটাই আসল খাঁটি সম্পূর্ণ স্বাধীনতা, এটাই মানুষকে দাঁড় করিয়ে দেয় প্রকৃতির সামনে, অন্য মানুষের সামনে আর দেয় বাঁচার প্রেরণা।
সে যাই হোক, কিউবা এখানে, এই মহা স্বাধীনতায় এলো কেন? বা বলা ভাল আসতে বাধ্য হোলো কেন? কারণ আবার কে? হরি হে দীনবন্ধু তুমি আমারও বন্ধু বাপেরও বন্ধু, আমেরিকা!
আমেরিকা তার ঘাড়ে চাপিয়ে দিয়েছিল অজস্র নিষেধের বোঝা। ছোট্ট কিউবা কিন্তু প্রতিরোধে দৃঢ় মেরুদণ্ডে টিকে থেকে গেছে অনেক দিন। মাঝে ফিদেলের বক্তৃতায় ভিড় উপচে পড়েছে নিউ ইয়র্ক শহরের চার্চে, ঘটে গেছে অনেককিছু, হাডসন বয়ে গড়িয়েছে অনেক জল।
অবশেষে বারাক ওবামা, মার্কিন রাষ্ট্রপতি ১৭ই ডিসেম্বর, ২০১৪য় এসে তুললেন নানা নিষেধাজ্ঞা।
এরপর তিনি বললেন, তিনি যাবেন! কিউবায়!
এই প্রথম কোনও মার্কিন রাষ্ট্রপতি সমাজতান্ত্রিক কিউবায় যাচ্ছেন। ভাবা যায়? আমেরিকায় যায় না, লবিসমৃদ্ধ রাজনীতির বাজারে একেবারেই যায় না। গণতন্ত্র আকাশ থেকে পড়ে না, আর অর্থনীতি গণতন্ত্রের মেশিনারির সঙ্গে অঙ্গাঙ্গী জড়িত হলে যা হয় আর কী।
জিমি কার্টার গেছিলেন ২০১১'র জুন মাসে, কিন্তু তিনি তখন প্রাক্তন, ওবামা গেলেন রাষ্ট্রপতি থাকাকালীন। এহেন অভাবনীয় ঘটনা কমই ঘটেছে। রিপাবলিকানরা জানাচ্ছেন তিনি বেসবল খেলতে গেছেন, কিউবান জনতা মোটের উপর খুশি, কিন্তু বাংলার বামেদের তেমন হেলদোল নেই।
হয়তো এটাও ভাবার বিষয়, এটা নিয়ে অতিরিক্ত আনন্দেরও কিছু নেই, বিদ্বেষেরও কিছু নেই। ওবামা গেছেন খুবই আনন্দের বিষয়, কিন্তু তিনি করবেনটা কী শেষ পর্যন্ত সেটাও তো ভাবার? ওবামার এটা দ্বিতীয় বারের রাষ্ট্রপতিত্ব, অতএব তাঁর আরেকবার রাষ্ট্রপতিত্বে আসার সুযোগ নেই (সম্ভবতঃ তিনিও সেটা জানেন বলেই যাবার সাহস করলেন), কিন্তু তার মানে তিনি বিশেষ কিছু করেও উঠতে পারবেন না। অতএব ফিদেলকে নিয়ে আনন্দ করা বামেদের ওবামাকে নিয়েও আনন্দ করতে হবে এর মধ্যে বিশেষ কোনো যৌক্তিক সম্বন্ধ নেই। আর যাঁরা এতে সাম্রাজ্যবাদী আগ্রাসনের গন্ধ পাচ্ছেন তাঁরা ওবামার ক্ষমতা ও পরিস্থিতি দেখলেই বুঝবেন সে যুক্তি ধোপে টেকে না।

কিন্তু তার পরেও এই মিলন নিয়ে থেকে যায় হাজারটা প্রশ্ন। যেমন, কী হবে তাহলে কিউবার? কিউবাও কি চিনের মতোই হাঁটবে বাজারের পথে, চে গেভারার ছবির পাশে কি মার্কিন টুরিস্ট গলা ভেজাবেন কোকা কোলার কাপে, আর সেই সেলফিতে ছেয়ে যাবে ফেসবুক? না কি আদতেই কিউবা তার নিজস্বতা বজায় রেখে, স্বাস্থ্য ব্যবস্থাকে অক্ষুণ্ণ রেখে মাথা তুলে দাঁড়াতে পারবে? কিন্তু যা কিছুই কিউবা করতে চাক না কেন, তার গলা টিপে ধরে থাকলে কোনো কিছুই সম্ভব হবে না। সে দিক দিয়ে বারাকের এই যাওয়া আর কিছু না হোক একটা সেতুবন্ধনের সুযোগ হয়তো করে দেবে।
আর আশাবাদী মানুষ যাঁরা তাঁরা ভাবতেই পারেন, কিউবার যে স্বাস্থ্যব্যবস্থা, যা ছড়িয়ে পড়ছে দেশে দেশে, তার হয়তো আরও উন্নতি হবে, কিউবার অর্থনীতি হয়তো আবার জেগে উঠবে, আর তার শক্ত পিঠ দেখে জেগে উঠবে সারা লাতিন আমেরিকা, হয়তো সারা বিশ্ব।
অবশ্যই খেয়াল রাখতে হবে মার্কিন সরকার ও জনতার মধ্যে বিস্তর বিভেদ, না হলে নিউ ইয়র্ক বা অন্যত্র ফিদেলের বক্তৃতায় লোকের ভিড় উপচে পড়তো না। বদলাচ্ছে দৃশ্যপট আমেরিকায়, নিজেকে সোশ্যালিস্ট বলা বার্নি দাঁড়াচ্ছেন ভোটে, ডেমোক্র্যাসি অ্যাট ওয়ার্কের সভায়, লেফট ফোরামে, রিচার্ড উল্ফের বক্তৃতায় লোক বেড়ে চলে। এদেশেও অনেকেই আছেন যাঁরা কিউবার প্রতি সহানুভূতিশীল, পাশে দাঁড়াতে চান, তাঁদের জন্যও দরজাটা খুলে গেলো বই কি।
ফিদেল আর ক্ষমতায় নেই, রাউল রয়েছেন, তারপর আসবেন আরও কেউ, কিন্তু কত দিন আর সম্ভব হবে এই ভাবে শেষ প্রাণবিন্দুটুকু দিয়ে টিকে থাকা? সে দিক দিয়ে ওবামার পদক্ষেপগুলি ইতিবাচক বই কি। কিন্তু শুভাশুভের বিচার এই অর্থনীতিতে দাঁড়িয়ে ভারী দুষ্কর, আর সেই পরিবর্তন আনতে গেলে আনতে হবে মার্কিন দেশেই। কাজেই সেই সময়ের অপেক্ষা ছাড়া বামপন্থার এই মুহূর্তে কিছু করার নেই।  source anandabazar

ব্রাসেলসে বিমানবন্দর মেট্রোয় হানা, নিহত ৩৪

আশঙ্কা ছিল। চূড়ান্ত সতর্কতাও ছিল। তবু রক্তাক্ত হল টিনটিনের দেশ।
আজ সকালে বিমানবন্দর থেকে মেট্রো রেল— পরপর তিনটি আত্মঘাতী বিস্ফোরণে ছিন্নভিন্ন হয়ে গেল বেলজিয়ামের রাজধানী ব্রাসেলস। সরকারি সূত্রে খবর, নিহত অন্তত ৩৪। শতাধিক আহতের মধ্যে রয়েছেন জেট এয়ারওয়েজের দুই ভারতীয় কর্মীও।
হামলার দায় নিয়েছে জঙ্গি গোষ্ঠী ইসলামিক স্টেট (আইএস)। তাদের বিরুদ্ধে নামা আন্তর্জাতিক সামরিক জোটে রয়েছে বেলজিয়ামও। সেই খোঁচা দিয়েই আইএস বলেছে, ‘‘আমাদের বোমা মেরে ওড়াতে চেয়েছিল বেলজিয়াম। এ বার ওরাই দেখুক কেমন লাগে!’’
এই ঘটনার পরেই নিরাপত্তার চাদরে ঢাকা পড়েছে জার্মানি থেকে নেদারল্যান্ডস, ফ্রান্স থেকে ব্রিটেন। সতর্ক আমেরিকাও। কিন্তু ঢাকা পড়ছে না আতঙ্ক। সেই সঙ্গে একটা অসহায়তা। ২০১৫-র নভেম্বরে প্যারিসে আইএসের হামলায় প্রাণ গিয়েছিল ১৩০ জনের। সেই হামলার অন্যতম পাণ্ডা সালাহ আবদেসলামকে মাত্র তিন দিন আগে পিৎজা ডেলিভারির নাম করে পায়ে গুলি করে ধরেছিল বেলজিয়ান পুলিশ। জেরায় আবদেসলাম নাকি বলেছিল, প্যারিসের কায়দায়তেই এ বার বেলজিয়ামে ‘বড় কিছু’ ঘটাতে চাইছে আইএস।
তার পরেও রোখা গেল না রক্তস্রোত। এবং আবদেসলামের গ্রেফতারির প্রতিশোধ নিতেই এই হামলা কি না, সেটাও ভাবাচ্ছে গোয়েন্দাদের। মার্কিন প্রেসিডেন্ট বারাক ওবামা আজ বলেছেন, ‘‘বিশ্বকে এক হতেই হবে। বিশ্বাস, ধর্ম, চামড়ার রং আর ভৌগোলিক অবস্থানের ঊর্ধ্বে উঠে সন্ত্রাসবাদকে হারাতে হবে।’’ কিন্তু অনেকেই মানছেন, আল কায়দাকে নিয়েও হয়তো এতটা অসহায় দশা হয়নি গোটা বিশ্বের। উপরন্তু আজ আইএস বলেছে, ব্রাসেলসের চেয়েও বড় হামলা হবে ব্রিটেনে। সেই হুমকি উপেক্ষা করতে পারেননি ব্রিটিশ প্রধানমন্ত্রী ডেভিড ক্যামেরন। ব্রাসেলসের অনেক আগেই পাতাল রেলে (টিউব) হামলা দেখেছে তার দেশ। কাজেই ঝুঁকি না নিয়ে আজই মন্ত্রিসভার বিশেষ কমিটির সঙ্গে বৈঠক করেছেন তিনি।
আজ স্থানীয় সময় সকাল ৮টা নাগাদ প্রথম বিস্ফোরণটি হয় ব্রাসেলস বিমানবন্দর থেকে বেরোনোর রাস্তায়। এর কয়েক সেকেন্ড পরেই আমেরিকান এয়ারলাইন্সের চেক ইন কাউন্টারের কাছে দ্বিতীয় বিস্ফোরণ। এক প্রত্যক্ষদর্শী জানান, ভিড়ের মধ্যে হঠাৎ তিনি শুনতে পান আরবি ভাষায় চিৎকার। তার পরেই বিস্ফোরণ। ঘটনাস্থলেই মৃত্যু হয় ১৪ জনের। গুঁড়িয়ে যাওয়া কাচ আর দেওয়াল থেকে খসে পড়তে থাকা চাঙড়ের স্তূপ তখন রক্তে মাখামাখি। তার মধ্যেই প্রাণভয়ে ছুটতে থাকেন যাত্রীরা। বছর তিরিশের যুবক ড্রাইস ভালাএর্ত পরে বলছিলেন, ‘‘অনেকে ভাবছিল পটকা ফাটছে। গুলিও চলছিল বোধহয়। ছুটতে ছুটতে দেখি, এক মহিলার হাতে গর্ত হয়ে রক্ত ঝরছে অঝোরে।’’
ব্রাসেলস বিমানবন্দরে (যাকে জাভেন্তেম বিমানবন্দরও বলা হয়) হামলার ঘণ্টা দেড়েকের মাথায়, সকাল সাড়ে ৯টা নাগাদ বিস্ফোরণ হয় মালবিক মেট্রো স্টেশনে। যার ৪০০ মিটারের মধ্যে ইউরোপীয় ইউনিয়নের সদর দফতর। পুলিশ জানাচ্ছে, মালবিকের পাতাল-স্টেশনের প্ল্যাটফর্ম ছেড়ে তখন বেরোচ্ছিল একটি মেট্রো। তারই শেষ কামরাটি উড়ে যায় বিস্ফোরণে। তক্ষুনি ট্রেন থামিয়ে সুড়ঙ্গের মধ্যেই নামিয়ে আনা হয় যাত্রীদের। সুড়ঙ্গ দিয়ে হেঁটে পরের স্টেশনে পৌঁছন তাঁরা। তত ক্ষণে পরের পর দেহ উদ্ধার হচ্ছে মালবিক স্টেশনে। রাত পর্যন্ত সংখ্যাটা ২০।

নিহতদের তালিকায় কোনও ভারতীয়র নাম এখনও নেই। জেট এয়ারওয়েজ জানিয়েছে, ব্রাসেলসের হাসপাতালেই চিকিৎসা চলছে তাদের আহত দুই কর্মীর। ভারতের বিদেশ মন্ত্রকের মুখপাত্র বিকাশ স্বরূপ বলেছেন, ‘‘ফের স্পষ্ট হয়ে গেল, সন্ত্রাসবাদের বিরুদ্ধে সকলের একজোট হওয়ার প্রয়োজন রয়েছে।’’

Sulphur man charged with rape, intentional exposure of AIDS virus

A Sulphur man has been arrested for third-degree rape and six counts of intentional exposure to the AIDS virus, authorities said.
Calcasieu Parish Sheriff’s Office Kim Myer said deputies responded to complaint March 2 in reference to Brian E. Dowling, 45, 222 Francois St., intentionally exposing the AIDS virus.
During the investigation the victim told detectives one of Dowling’s family members advised her he was positive for AIDS. The victim said they had sexual intercourse on numerous occasions between February and March and Dowling never disclosed he had AIDS, Myers said.
The victim also told detectives on one occasion she was awakened by Dowling, who was on top of her having sexual intercourse without her consent.
On March 21 detectives interviewed Dowling, who confirmed he did have the AIDS virus and never disclosed that information to the victim, Myers said.
Dowling was arrested and booked into Calcasieu Correctional Center and charged with six counts of intentional exposure to AIDS virus; and third degree rape.

Deduction in respect of Interest on Loan –Sec. 80EE
This is a new section introduced in substitution of the existing section 80EE.
The section allows deduction of an amount not exceeding Rs.50,000/- in respect of
interest payable on loan taken by the assessee from any financial institution for the
purpose of acquisition of residential property.
It is necessary that the loan is sanctioned during the period from 01.04.2016 to
31.03.2017 and the amount of loan does not exceed Rs.35,00,000/- for the property
valuing not exceeding Rs.50,00,000/-. It is also necessary that the assessee does not own
any residential property on the date the loan is sanctioned.

MHADA assigned to be the nodal agency for re-development of 207 BDD chawls

It was announced on Tuesday that the Mumbai board of Maharashtra Housing and Area Development Authority (MHADA) will act as the nodal agency for redevelopment of 207 Bombay Development Directorate (BDD) chawls that were built around 1920s.
Minister of State for Housing Ravindra Waikar made this announcement in both the Houses of the State Legislature.
An empowered committee comprising secretaries of Public Works Department, Housing, Revenue, Urban Development, Law and Judiciary, Brihanmumbai Municipal Corporation (BMC) Commissioner and MHADA officials will supervise the implementation of the redevelopment project, he said.
“The state cabinet at its meeting yesterday approved the proposal for creation of separate Development Control Rule (DCR) for the redevelopment project. It will initially cover BDD chawls at Worli and Naigaon,” Waikar said.
“In respect of the BDD chawls on central government land at Sewri, those buildings will be included once the central government agency approves their redevelopment,” he added.
The minister said that the approved proposal includes redevelopment of shops, stalls and places of worship.
The profit sharing ratio in the redevelopment of the BDD chawls between government and MHADA will be 70 and 30 respectively, he said.
However, the All BDD Chawl Tenants Association, led by Dr Raju Waghmare that met Chief Minister Devendra Fadnavis, informed him of opposition to the proposed redevelopment, arguing that MHADA’s “legacy” has been one of corruption and poor quality of construction.
Speaking to reporters at Vidhan Bhavan later, Waghmare said MHADA could not redevelop its own 56 societies in the past and wondered as to how they could manage to redevelop 207 BDD chawls.
“The association demanded creation of a separate board headed by Chief Minister comprising experts from the construction industry and representatives of the tenants associations,” he said.
He said the agencies selected by the association could provide the same and better benefits to the government than what the MHADA can give to the tenants. MM NP PVI92.  source   accommodationtimes
